Kevin Moody is General Counsel and Vice President of Government Affairs for the Pennsylvania Independent Oil & Gas Association (PIOGA). Mr. Moody helps to guide PIOGA’s efforts to continue the safe, responsible and efficient development of conventional and shale oil and natural gas resources in Pennsylvania while working to prevent, or at least mitigate, unnecessary and unlawful regulation of the industry.

Mr. Moody previously worked in the Pennsylvania Department of Revenue adjudicating state tax assessment appeals and refund requests, and developing regulations, and later in the Pennsylvania Public Utility Commission handling court appeals involving natural gas, electric, water and sewer utilities, and defending the Commission against employee discrimination, civil service, workers’ compensation and unemployment compensation claims. Prior to moving in-house with PIOGA in 2011, Mr. Moody worked in the Harrisburg offices of Wolf Block Schorr & Solis-Cohen LLP and Eckert Seamans Cherin & Mellott LLC on matters involving public utilities, competitive energy suppliers and natural gas producers, municipal corporations and municipality authorities, and state tax appeals, including a 2004 Commonwealth Court decision of first impression, affirmed per curiam by the Pennsylvania Supreme Court, excluding electric cooperative corporations from the Public Utility Realty Tax Act (PURTA).

Since joining PIOGA, Mr. Moody and PIOGA have been involved in: PA Act 127 (2011) implementation; federal pipeline safety regulations; PA One Call Law reauthorization bills; PA Act 13 (2012) implementation and litigation; severance tax and Guaranteed Minimum Royalty Act bills; regulations and policies of Pennsylvania’s Department of Environmental Protection, Department of Conservation and Natural Resources, Fish and Boat Commission and Game Commission, and the EPA, US Fish and Wildlife Service, US Coast Guard and US Forest Service; practice and procedure of the Independent Regulatory Review Commission; discussions with regional transmission organization PJM concerning natural gas pipeline/electric grid coordination and reliability; and legislation and litigation concerning obtaining and retaining oil and natural gas property rights as well as federal and local government regulation of the exercise of oil and natural gas property rights, including litigation against the proliferation of so-called “Community Bill of Rights” ordinances and home rule charters. Mr. Moody is a graduate of the University of Pittsburgh and the Dickinson School of Law.
